Founder & Managing Director

Fran McIntyre founded Childrens’ Creative Learning Centers (CCLC) in 1992, motivated by her passion for providing working parents and employees with the best benefits possible to maintain a healthy work-life balance with their families. In this role, she worked side-by-side with HR teams across multiple companies to successfully execute the design and implementation of on-site centers, as well as develop long-term strategies to provide optimal benefits to their employees.

With over 25 years of experience in early childhood education, Fran remains dedicated to developing both corporate child care programs and working alongside HR professionals, helping them create the most valuable benefits for their employees. 

In 2015 Fran founded her own consulting firm, Pendulum Dependent Care Solutions, where she is able to utilize her years of experience and passion for advising both HR and Early Childhood Education professionals to ensure that they are providing the highest quality offering.

Susan Abramson
Dependent Care Consultant
 

Susan has over 30 years of experience at Yale University, working strategically with all areas of
the University to support and expand a culture conducive to a balanced and family-friendly
environment. As the Manager of WorkLife and Childcare, she has been able to fuse both her BS
degree in Health Services Administration and her MS degree in Human Resource Management
& Organizational Development while serving as subject matter expert for Yale faculty staff, and
students, along peer institutions and external vendors.

Throughout her tenure at Yale, Susan has held significant responsibilities, including but not
limited to: leading the Employer of Choice application process, delivering trainings and
informational workshops on a variety of topics both internally and externally; serving as co-lead
for the Yale employee engagement survey since its inception in 2004; trainer for flexible and
hybrid work arrangements; and focusing on advancing diversity, equity, and inclusion in the
workplace by partnering with the employee affinity groups including the Working Women
Network (WWN), Future Leaders of Yale (FLY) and the Yale African American Affinity Group
(YAAA).

Susan is excited to connect and advise by bringing her expertise to early childhood education
professionals, benefits decision-makers, and corporate leaders looking to support working
caregivers, including working parents and their families.

Katie Cranston
Research Analyst
 

Katie Cranston joined Pendulum DCS in December 2024 and has quickly become a valuable part of our team. She holds a B.S. in Psychology with a minor in Entrepreneurship from California Polytechnic State University, San Luis Obispo, where she also studied Child Development. Katie brings a strong foundation in early childhood development, research methods, and human-centered problem solving, which she applies to projects that support care providers, working families, and employer-sponsored care solutions.

In her role, Katie collects and analyzes data to assess childcare accessibility, affordability, and quality across diverse industries. She conducts market research, monitors policy developments, and evaluates demographic and economic trends to identify service gaps and inform strategic recommendations. She also supports survey development, collects qualitative and quantitative data, and contributes to reports on potential solutions, including childcare operator benchmarking, workforce development, and funding strategies.

Katie is passionate about using research to help create more equitable, practical, and sustainable care systems. She is driven by work that directly supports families, strengthens communities, and advances solutions that meet the evolving needs of today’s workforce.

Pam Belli
Pam Belli
Strategic Advisor

Pam Belli is a Finance and Operations executive with over 30 years of diverse experience in public worldwide Fortune 100, private, start-up and non-profit companies operating in industries including childcare, healthcare, technology, consumer service, multi-state retail, behavioral health and banking. Pam has served as Chief Financial Officer, as well as various Executive and senior Finance and Operational roles at many companies such as Children’s Creative Learning Centers, Intel, Fora Health Treatment and Recovery, Bank of America, Caesars Entertainment Corp, Prudential, Unigo, and Root Wellness. As the Chief Financial Officer of Children’s Creative Learning Centers, Pam was responsible for financial management of the organization’s 110 centers nation-wide, orchestrating budgeting, strategic planning and analysis, optimizing financial and operational tools and processes to improve center service delivery, evaluating resource and capital allocation, and supporting growth through new centers, development of strategic partnerships and execution of new programs.
 

Pam is also a passionate member of her community. She served on the board for Fora Health, served as Chairman of the Board for the Oregon Chapter of the American Red Cross, as well as the Board of the American Red Cross for 10 years and was a board member for NW Narrative Medicine. Pam received her Masters of Business Administration from Duke University, the Fuqua School of Business and a Bachelor of Science degree from the University of Nevada, Reno.

Adrienne Holloway
Strategic Advisor

Dr. Holloway is an experienced professional with over 15 years in the housing and community development fields, as well as 10 years teaching undergraduate and graduate students in academia. She has had the opportunity to work on developing and implementing programs aimed at addressing critical needs in communities and driving positive change.

As Founder and CEO of AMNY Consulting Group, Dr. Holloway leads a team dedicated to unlocking potential and driving impact for nonprofits, social enterprises, government, and philanthropy. AMNY provides tailored services to support organizations at all stages, including capacity building, strategic planning, and program development. With deep sector expertise, the team collaborates closely with clients to understand their unique needs, guiding them through every step of the process from planning and stakeholder engagement to implementation and evaluation. Under Dr. Holloway’s leadership, AMNY equips clients with essential tools and resources to foster sustained growth and meaningful, lasting change.

Previously, Dr. Holloway served as Executive Director of the Harris County Community Services Department, managing a $1B budget and leading a team that provided community development, disaster relief, and housing services. She also held the position of Chief Innovation Officer for the City of Aurora, where she spearheaded the development and execution of new initiatives that improved citizen engagement, government efficiency, and technology innovation.

Dr. Holloway’s educational background includes a Ph.D. in Political Science from Northern Illinois University. She has been fortunate to share her knowledge as an assistant professor at the DePaul University Graduate School of Public Service. With expertise in government, community development, and research, she endeavors to contribute positively to organizations striving to improve their communities.
