Kenedy Jones is a fourth-year psychology student with a minor in entrepreneurship. She joined Pendulum DCS in August 2026, bringing a strong interest in early childhood education, research, and supporting working families.
As a Research & Project Support Intern, Kenedy assists with research, project coordination, and the development of client materials. Her work is informed by practical early childhood classroom experience and a growing interest in how research and planning can contribute to practical, sustainable childcare solutions. She is especially passionate about work that helps make quality childcare more accessible for families.
Dr. Holloway is an experienced professional with over 15 years in the housing and community development fields, as well as 10 years teaching undergraduate and graduate students in academia. She has had the opportunity to work on developing and implementing programs aimed at addressing critical needs in communities and driving positive change.
As Founder and CEO of AMNY Consulting Group, Dr. Holloway leads a team dedicated to unlocking potential and driving impact for nonprofits, social enterprises, government, and philanthropy. AMNY provides tailored services to support organizations at all stages, including capacity building, strategic planning, and program development. With deep sector expertise, the team collaborates closely with clients to understand their unique needs, guiding them through every step of the process from planning and stakeholder engagement to implementation and evaluation. Under Dr. Holloway’s leadership, AMNY equips clients with essential tools and resources to foster sustained growth and meaningful, lasting change.
Previously, Dr. Holloway served as Executive Director of the Harris County Community Services Department, managing a $1B budget and leading a team that provided community development, disaster relief, and housing services. She also held the position of Chief Innovation Officer for the City of Aurora, where she spearheaded the development and execution of new initiatives that improved citizen engagement, government efficiency, and technology innovation.
Dr. Holloway’s educational background includes a Ph.D. in Political Science from Northern Illinois University. She has been fortunate to share her knowledge as an assistant professor at the DePaul University Graduate School of Public Service. With expertise in government, community development, and research, she endeavors to contribute positively to organizations striving to improve their communities.
Pam Belli is a Finance and Operations executive with over 30 years of diverse experience in public worldwide Fortune 100, private, start-up and non-profit companies operating in industries including childcare, healthcare, technology, consumer service, multi-state retail, behavioral health and banking. Pam has served as Chief Financial Officer, as well as various Executive and senior Finance and Operational roles at many companies such as Children’s Creative Learning Centers, Intel, Fora Health Treatment and Recovery, Bank of America, Caesars Entertainment Corp, Prudential, Unigo, and Root Wellness. As the Chief Financial Officer of Children’s Creative Learning Centers, Pam was responsible for financial management of the organization’s 110 centers nation-wide, orchestrating budgeting, strategic planning and analysis, optimizing financial and operational tools and processes to improve center service delivery, evaluating resource and capital allocation, and supporting growth through new centers, development of strategic partnerships and execution of new programs.
Pam is also a passionate member of her community. She served on the board for Fora Health, served as Chairman of the Board for the Oregon Chapter of the American Red Cross, as well as the Board of the American Red Cross for 10 years and was a board member for NW Narrative Medicine. Pam received her Masters of Business Administration from Duke University, the Fuqua School of Business and a Bachelor of Science degree from the University of Nevada, Reno.
Katie Cranston joined Pendulum Dependent Care Solutions in 2024 and contributes to the firm’s consulting practice through research, analysis, and strategic coordination. She leads quantitative and qualitative research on childcare accessibility, affordability, and quality, while examining the systems, economic trends, and workforce conditions that shape community and employer-based care needs. Through benchmarking and market analyses, Katie supports feasibility studies and the development of governance, financial, and operational recommendations that guide clients in designing sustainable, high-quality care solutions.
Katie brings a strong foundation in early childhood development, research methods, and human-centered problem solving, which she applies to projects that support care providers, working families, and employer-sponsored care initiatives. She also contributes to workforce development and funding strategy analyses that promote accessible, resilient care systems.
Katie holds a B.S. in Psychology with a minor in Entrepreneurship from California Polytechnic State University, San Luis Obispo. Passionate about improving the balance between work, family, and community well-being, she is committed to advancing solutions that respond to the evolving needs of families and the workforce.
Susan joined the Pendulum Dependent Care Solutions (PDCS) team in 2023 as a Dependent Care Consultant. In this role, she has co-led projects with academic institutions, regional health systems, and national developers, bringing her extensive expertise to help organizations strengthen their dependent care strategies and workplace culture.
Before joining the PDCS team, Susan brought over three decades of experience in work-life, dependent care, and employee engagement. She built a remarkable career at Yale University. As the Manager of WorkLife and Childcare, she worked collaboratively throughout the institution to create a culture that supports families, benefiting faculty, staff, and students alike. Her role involved leveraging her educational background, a bachelor’s degree in health services administration and a master’s in human resource management & organizational development, along with her extensive expertise, to assist internal stakeholders and peer institutions.
During her tenure at Yale, Susan spearheaded numerous impactful projects, such as the application process for the Employer of Choice, the monthly work-life newsletter, and co-managed the university-wide employee engagement survey that started in 2004. She conducted training sessions and workshops on various themes, including flexible and hybrid work arrangements. Moreover, she maintained close partnerships with employee affinity groups, including the Working Women Network, Future Leaders of Yale, and the Yale African American Affinity Group, which contributed to the advancement of Yale’s workplace culture.
Fran McIntyre is the Founder and Managing Director of Pendulum Dependent Care Solutions (Pendulum DCS), where she advises organizations on childcare and early childhood education strategy, operations, financial sustainability, facility planning, and implementation.
With more than 30 years of executive leadership in early childhood education, Fran brings a unique combination of operational expertise and strategic advisory experience. In 1992, she founded Children’s Creative Learning Centers (CCLC), leading its growth to 118 childcare centers across 23 states and partnering with employers, academic institutions, healthcare systems, research institutions, and public-sector organizations to develop and operate high-quality early learning programs.
Fran founded Pendulum DCS in 2015 to bring that firsthand experience to organizations navigating complex childcare challenges. Today, she works with academic institutions, healthcare systems, employers, public agencies, nonprofit organizations, and childcare providers on strategic planning, feasibility and needs assessments, operational improvement, financial modeling, facility planning, and implementation.
Her work with organizations across the country provides Fran with a broad perspective on the evolving childcare landscape. By combining national insight with real-world operational experience, she helps clients develop practical, sustainable solutions that strengthen programs, support families, and move organizations from planning to implementation.
